The main recommendations included the following key points:

(1) New buildings must submit a management plan prior to occupancy, including provisions for the management and maintenance of common areas and the establishment of a major repair fund;

(2) It is recommended that the government simultaneously improve the supporting mechanisms for smart property management and green communities during the planning phase of the Northern Capital. Professional property management companies should be uniformly responsible for the daily maintenance of residential community public spaces, facilities, landscaping, and drainage channels, and should collaborate with the property management companies of other buildings within the community to enhance facility management and incorporate these measures into the standard planning for the new development zone;

(3) Encourage and attract private-sector enterprises to participate in the revitalization and redevelopment of old neighborhoods.

Currently, the biggest challenge facing the revitalization and redevelopment of old districts lies in the fact that the number of old buildings continues to rise, and the plot ratios of many of these buildings are already close to or even exceed current statutory limits, leading to a lack of interest in participation from private enterprises. For many years, the government has emphasized public-private collaboration to attract private-sector participation, suggesting that initiatives must be approached from a commercial perspective to raise returns to an acceptable level. It is hoped that the government will link the revitalization and redevelopment of old neighborhoods to land in new development areas, in conjunction with recent policies allowing for increased floor area and the transfer of floor area ratios, thereby significantly enhancing the commercial value and interest in private-sector participation in the revitalization and redevelopment of old buildings;

(4) Regarding people’s livelihoods, the Federation proposes improving the one-stop resolution mechanism for property management disputes to reduce the obstacles to daily management caused by building management disputes; At the same time, it proposes leveraging property management expertise to enhance support services for the elderly in the community, strengthen the use of big data, expand daily support and in-home aging services for the elderly, and encourage intergenerational integration to address the challenges of an aging population.

(5) Streamline development approval procedures by having the government address infrastructure and environmental constraints in advance.

When developers undertake project development, they often have to address various issues such as traffic, the environment, drainage, roads, landscape and tree conservation, and noise. They are required to submit a large volume of data reports and obtain approval from the relevant departments for each one. Preparing these reports is time-consuming; for example, conducting traffic flow surveys not only increases costs but also prolongs development timelines. Furthermore, the increased uncertainty raises risks, ultimately leading developers to adopt a more conservative approach when bidding on land, which undermines public revenue.

The key to resolving this issue lies in having relevant government departments handle certain appropriate procedures in advance, which should yield better results and save time. These include infrastructure support, rerouting projects, and underground utility lines, among others, which will significantly reduce development time and eliminate uncertainties, benefiting all stakeholders;

(6) Underground infrastructure must incorporate a smart predictive maintenance system.

When it comes to the planning and maintenance of infrastructure such as underground water pipes, electrical lines, and gas pipelines, we must absolutely not continue to rely on the outdated mindset of “fixing things only after they break.” We recommend introducing a smart infrastructure management system. Underground pipeline and electrical networks must be equipped with sensors and a big data monitoring platform to collect key metrics—such as data on water pipe aging and changes in wire temperature—in real time, using artificial intelligence to predict remaining service life and issue alerts for anomalies. Pipes should be proactively replaced before they reach a critical point of deterioration to prevent sudden failures that could affect tens of thousands of residents and cause severe damage to roads;

"Good infrastructure" is the foundation of a good home. Technology-driven preventive maintenance not only ensures public safety but also reduces massive future maintenance costs.

(7) Advocate for the mutual recognition of professional qualifications and the harmonization of standards in property management across Guangdong, Hong Kong, and Macao to facilitate the exchange of professionals among the three regions; at the same time, collaborate with local universities to offer courses related to property management and smart facility management in the Greater Bay Area, with the aim of cultivating cross-disciplinary professionals to support Hong Kong’s smart city initiatives and cross-regional cooperation.

Founding President and former Legislative Council member Tse Wai-chuen, SBS, JP, stated that over the past few years, the Chief Executive has led Hong Kong toward stable development and charted a clear policy course for various industries. The Federation will continue to maintain communication with various government departments and stay closely aligned with government policies. Leveraging the property management industry’s professional strengths—its deep roots in the community and citywide coverage—the Federation will work with the government to build a smart, green, and inclusive city, while deepening the all-round integration between Hong Kong and the Greater Bay Area.

["post-19333","post","type-post","status-publish","format-standard","hentry
"1536x1536":false,"2048x2048":false
["GET
